HART FINANCE DEPARTMENT
At the Finance Department, our mission is to manage the fiscal affairs of the Hillsborough Transit Authority and to provide effective decision-support for HART leaders and executives. The department must endeavor to administer a financial plan that is integrated with and supports the service delivery strategy of operating departments and the HART Board. The department of finance is responsible for administration, treasury management, budget, accounting, financial reporting, grants accounting, fixed asset management, and payroll.
To achieve this mission, we have the following goals:
- Provide timely and relevant information to the Board to enhance decision-making and promote HART’s long-term financial well-being. Obtain or produce relevant operating, revenue-performance and economic forecasts to support the decision process
- Administer record keeping methodologies and reporting systems that will ensure compliance with GAAP, federal and/or state mandates, disclosure rules and contractual or legal requirements
- Participate with the Executive Director to create a climate that furthers HART’s centralized decision-making policies; yet at the same time fosters accountability and appropriate financial controls
- Safeguard HART’s financial assets, such as cash negotiable items, by establishing banking relations and developing recommended procedures for cash and deposits handling, electronic payments, EFTs and so forth
- Manage HART’s financial assets and liabilities to safeguard principal and achieve market-based returns on assets, while remaining within appropriate risk parameters and optimizing HART’s overall cost of capital
- Strive to provide a high level of customer service in all areas of operations
