HART FY 2008 – FY 2017 Transit Development Plan

The TDP is HART’s business plan, presenting services and projects and how they will be funded over the upcoming ten-year period. Transit agencies receiving funding from the Florida Department of Transportation are required to prepare annual updates to their Transit Development Plan.

The TDP Cost Affordable Plan includes only funding sources that are currently expected. The Cost Affordable Plan has been revised to reflect the local revenue losses to HART from the Florida Legislature’s recent directive for local governments and special taxing districts to reduce property taxes. No new services are now programmed over the first six years, with possible service reductions in many years due to the revenue shortfalls.

The Unfunded Needs Plan includes additional services and projects needed to meet the county’s transportation demands, including expanded bus service, bus rapid transit and light rail. The implementation of these services will require significant additional revenues than are currently available to HART.
